According to a press release from state lottery officials, Joanie, who lives in Cowdrey, recently won $250,000 on a 100X The Cash Bonus Draw scratch ticket.
According to the release, the woman initially thought she was being duped after learning about her winnings through a certified letter she received in the mail.
